XMUT-UT Offshore Incubator to Build Xiamen Silicon Valley of Innovative Ecosystem

Xiamen International Offshore Incubator, a joint startup project by XMUT and University of Texas at Austin (UT), launched in the XMUT Science Park on May 15, 2017. It is the first international offshore incubator in Fujian Province and the first international offshore incubator in China jointly developed by Chinese and overseas universities. The Incubator is designed to build an international platform for technology import/export and business incubation with services of talents recruitment, technology transfer, business incubation and market development. By importing technology worldwide to the requiring Xiamen industry, introducing high-tech groups overseas to start Xiamen hi-tech enterprises, providing leading innovation and entrepreneurship education and incubation services in Xiamen, and helping enterprises from China to the world, Xiamen International Offshore Incubator will boost an innovation and wealth-creation ecosystem in Xiamen and help create a Xiamen Silicon Valley for the local industry.

The Incubator will focus on the needs of the pillar industries in Xiamen - electronics, optoelectronics, machinery, software and information technology, computer and communications, biomedicine, health care, new energy, new materials and marine high technology- basically through the following approaches:

1. Linking basic research to innovative solutions;

2. Advancing entrepreneurial enterprises sourced from the university and community;

3. Upgrading Xiamen industry with local and international innovation;

4. Expanding company market from China to the world;

5. Linking promising enterprises around the world into China through Xiamen.

Dr. Greg Pogue, Director of IC2 Institute at UT Austin, comments at the Signing Ceremony that Austin and Xiamen are often voted to be the best city to live in their respective countries, and that both cities are highly friendly to entrepreneurship. This entrepreneurial climate appears to act as a magnet drawing many international hi-tech companies, including ABB, Dell and TPV, to Xiamen. These powerful international companies have brought not only investment and technical expertise, but also innovative practice. “It is in this environment that Austin and Xiamen will partner to create this unique model for an international offshore incubator,” he says, adding that the Incubator will be a new technology innovation and transfer organization housed in the XMUT High Tech Park to serve enterprises, universities and research institutes in Xiamen and China and to grow business internationally.
